Personally my favorite Raichu to use is Raichu SF because it can use the attack Burst Ball that will cause a descent 100 damage to your opponents active Pokmon(or 120 damage if you attach the Pokmon tool Expert Belt which will be released in the Advent of Arceus set on November 4)

The item gets you two Nemona cards back from the discard pile, making for a much more consistent card draw at the expense of a little efficiency

But for only having 100 hp it's weakness is only +30 hp to water type Pokemon which isn't too bad, it always could have been x2, it doesn't have a resistance type and it doesn't have a retreat cost
